Tougher intruder laws ruled out.
I don't think there was any reason for the laws to be changed in the first place, it seems to me that the current law is enough to protect the homeowner.
If you break in to my house in the middle of the night and I come down the stairs and challenge you, I'll be hoping you make a run for it; I'll be scared and I won't be pursuing you down the street with a weapon. If I confront you and you don't run off then I'll will use "reasonable force" against you to protect my family, I think most force would be reasonable under the circumstances, even if it leaves you dead .
In these circumstances I wouldn't expect to be prosecuted as I didn't chase you down and kill you and I didn't shoot you as you retreated, the current law allows for this.
I don't believe a change in the law would change most peoples behavior anyway, I think it's all down to instinct to protect yourself and your family.
I would rather face twelve of my peers than six pall bearers.
